if u noticed in the picture that came with this article, the 2 policemen had on their hips a gas mask. LOL? i don't think it'd be very easy to build up a system they described. if the US had failed, although i must admit the "environment" here is somewhat different, it still won't be a small matter to resolve and develop. saying you want to develop something is one matter. being able to successfully develop it is another...
